Icons, or cursors?, its have arrows and I think ... are cursors jajaja.

Your question is answered easily by looking at the file format. These are icons made to look like cursors.

I am not sure what to make of these.

There are a few more than the bare minimum required for creation of a set.

The images are a bit fuzzy, perhaps by design. I am curious as to why you decided to make them look like cursors.
