When I am going to open a jpeg file, it will say "No User Interface Configuration Is Available For The Current Document Type. Learn About Layouts..."
In what application?
Paint.COM does not have a layout configuration for images without layers by default. Have you re-configured anything? There is an checkbox in the application options window...if you have un-checked it, it will not open images in layered mode and you'll see this screen.
No, I didnt configure or touch any..
I am just surprised it just went this way..

it was just sudden..
I guess the easiest way would be to hold CTRL+SHIFT while starting the application. A dialog pops up (it might be hidden behind other windows) asking you whether to revert to original state. Click yes and it should be OK.
(Maybe you have open the file via the Open as "Raster Image" option?)
