OK, the tools are not really comparable to the real thing, but the pixel artists among you would be more than happy. You can create 32-bit semi-transparent cursors, but only static ones.

The editor is connected to the cursor gallery and you can upload your work when you are done. More-so, you can also re-open a cursor (that you own) from the library and continue editing later. Good for all those people who occasionally forget to set the hot spot before uploading the cursor. Now you can fix that oversight online.
