how do you get a picture to be in background

i would like to superimpose one picture over another so you can see image behind another image. I dont know how?

It is not hard, but the procedure depends on the actual images. In general, you open the background picture in Paint.COM, then add a new layer with the other picture (for example by dragging and dropping it on the panel with layers). Then you can erase unwated parts of the foreground image. This and this may help with the erasing.
