Pardon me,
was trying to make a couple cursors on a 48x canvas
via RW Cursors Designer, these however
get scaled down soon as I test 'em.
So, how does one make a large cursor? What am I missing?

Cursor size is set in Windows mouse properties (in newer versions, in older versions, it is determined by display scaling). The cursor file merely provides one or more image sizes and Windows pick the most suitable one and eventually re-scales it.

By newer versions I'm guessing Win.11,
as the closest thing to a scaling setting I can find
would be a completely different scheme...

(mostly from games).
Two or three such cursors I plan to upload
feature THE RED CROSS sign,
a breach of the Geneva convention.
Ought I make non-infringing variations instead,
