Hi,

I'm looking for photo editor software that will allow me to superimpose one image on top of another and allow for captioning on my pc. I'd like to get something that's under $100

I'm just starting out using photo editing software so, ideally something at a beginners level would be best.

Since you are asking here, why don't you try RealWorld Paint. It is free and you can do these things in it. This tutorial may be useful.
