How do I draw cursors using inverted color like the "Windows Inverted" by Microsoft?

by creating a cursor with 1-bit color depth and selecting a completely transparent white color with the Pencil tool

Wait, isn't 1-bit coloring just monochrome bitmap?

1-bit is monochrome, black and white (and inverted), yes. But inverted pixels can work on any bit depth except 32-bit.
