Seems like the path is for some reason incomplete. You can try to fix it in the registry under "HKEY_CLASSES_ROOT\CursorChanger.crs.1" yourself (if you know how that works). Or you can try re-installing the cursor changer, possibly into a custom folder that has a short name with no spaces like "C:\changer".

Thanks Vlasta, the way to fix this was to put quotes around the filepath (not including rundll32.exe) which fixed the issue. Thanks!
