How do you add a bluish green background behind your username?

I figured out how to use spray paint, but idk how to add the glow behind my username

I saw some users have this on their username and I thought it was cool to have for mine. So what are the requirements and whatnot for this effect?

You need to get a Black Flashlight from Scunkie for 50 buttons. Then you can apply it to your name.
