About the Icons

I understand that the icons have to be a transparent vector image 150x200 pixels wide. I also no nothing about computers and english is not my native language so please bear with me

Questions

1. Are there animated transparent vechtor icons? Is such a thing possible? I don't really know if by definition a vector can't move, or if the website doesn't allow it / support it. Which is the case? I'm curious to learn
2. Is there a safe place to download some premade cool avatar icon vectors? I already know how to compress the image to the size needed
