I don't think there is going to have some punishment system, as vlasta doesn't care about them, if he cared then most anonymouses would be banned. Something which would be useful as most anonymouses literally use this feature to harrass people for no damn reason

You assume that it is easy to identify people, who want to spam or harass others. People, even those who choose to create an account, are mostly anonymous. Anyone can create a free email in seconds and use it to create a new account. It it impossible to block a "person" unless. Any obstacles I put in a way will also affect legitimate users. Solving this problem requires a well throughout system and a balanced approach.
