I'm running on an old Windows 7 machine and when I see the animations in Chrome, they might slow down if the computer can't hold too fast animations on Chrome, like these ones: (source: PlayStation Crosshair Cursors)

But if I see the animations on the cursor editor or equip these kinds of cursors, they are in the original speed you set them on.

If you are using Firefox, then the animations in the cursor preview images might be faster than Chrome (or Microsoft Edge).

It also depends if you are running Windows 7, 8, or 10. (not Windows 95 or 98 if you are equipping the PlayStation Crosshair Cursors, though, because of the color depth at 4-bit and 1-bit colors) (definitely not Windows 1.0 in 1985)
