Cursor in the shape of a sabre or cutlass
from the original Port Royale,
PC game developed by Ascaron
released in 2002 & 2003.
As I don't own this asset,
I have no say about licensing(duh).
I'm not 100% sure who made
the cursor specifically, but my 2¢ are on
