Hmmm... Are you able to download it at all and just can't install it, or are you just unable to download it at all?
I'm able to download it but can't instl it. I WILL NOT DO ANYTHING ILLEGAL TO DO SO EITHER!

You could try the portable edition of the cursor editor and use the Customize page there. If that does not work then nothing probably will.

Ghost, just a tip,
If you download the portable version of the program, then you can use the full software without installing it. Since you can download things, you should be able to do this and you won't be blocked because you will be able to use it without installing it.
Try this. here is a direct link to the portable installer. http://download.rw-designer.com/2012.1/RWCursorEditor.zip.
1. Click the link and choose "Save." The program will download.
2. Go to where you downloaded the file. It is a .zip file so it has to be extracted first. Right-click it and choose "Extract all" from the menu.
3. After it is done extracting the .zip file, you should see another folder with the same name as the .zip file (Or it might just open the folder right away). Open it.
4. There are a lot of files inside the folder. One of them says "RWCursorEditor" and has the RW logo on it. Double-Click it.
5. You might get a pop-up window that says something about a publisher not being verified or whatever. Just click "Run" on it.
6. The full software should now be running.
This is not illegal and should not be against your rules unless you have a specific rule that prohibits external software from running on your computer. RealWorld Cursor Editor is a safe program though, so there should be no issue with that.
Unless there are some really weird blocks on your computer, this should work. Hope it does.

Proxies wont make a difference if you are already able to download it. Have you tried what I recommended? (I won't bother you if you don't want to try, just trying to help.)
